Vietnam Health Ministry is consulting the immigration procedures and medical isolation supervision for people entering Vietnam on international commercial flights. Accordingly, the entry person has to pay cost for transportation, quarantine at hotel, and COVID-19 test. Particularly for guests entering for diplomatic or official purposes (in Vietnam for more than 14 days), testing fees are exempted, except for asking hotel quarantine as request.
This regulation is applicable for people coming through international commercial flights that enter Vietnam from countries and regions that have good disease control such as Thailand, Tokyo (Japan), Seoul (Korea), Taiwan, Guangzhou (China), Vientiane (Laos), Phnom Penh (Cambodia). The list of countries and regions that are well controlled will be approved by the Prime Minister, Deputy Prime Minister and the National Steering Committee for COVID-19 prevention and control.
The first group includes Vietnamese citizens and foreigners who are relatives (father, mother, wife, husband, and children) of the Vietnamese citizens.
The second group, foreigners who are experts, investors, business managers, high-tech workers, experts and relatives (parents, spouses, children) who enter Vietnam and stay for 14 days or more; students, international students.
The third group, foreigners who enter for the purpose of diplomacy or public service; Foreign experts working in Vietnam for less than 14 days.
In addition to the above groups, other visitors will be allowed by the Prime Minister, Deputy Prime Minister, National Steering Committee for COVID-19 prevention and control.
This process applies to: Vietnamese citizens and foreigners who are relatives (parents, spouses, children) of Vietnamese citizens.
Before boarding:
1 / have a valid passport
2 / have entry approval (for foreigners) issued by the competent authority
3 / have a negative certificate for SARS-Cov-2 virus from the competent authority 3-5 days before departure date
4 / register and have confirmation of quarantine hotel and shuttle service
5 / electronic medical declaration within 12 hours before departure
On the airplane:
Wear the mask and follow instructions to prevent infection
Entry at the airport:
1 / Use the mask and check body temperature
2 / Check again full 5 requirements of “before boarding step”
3 / Install and connect continuously 3 applications: Vietnam Health Declaration, NCOVI and Bluezone
4 / Take measures to prevent infection during transferring to concentrated isolation locations
Centralized isolation (minimum 14 days)
1 / wear the mask and preventing infection in the quarantine area
2 / test virus on the first day of isolation
3 / connect continuously and update daily health status on declared apps
4 / test virus the second time on the 14th day of entry
Note:
– Do not use public transportation to transfer entry people to concentrated isolation areas, to accommodation, from accommodation to workplaces.
– Monitor health for the next 14 days after the quarantine ends
– Install and connect continuously health declaration applications: Vietnam Health Declaration, NCOVI and Bluezone
– Report health status and contact according to instructions
This process applies to: foreigners who are experts, investors, business managers, high-tech workers, experts and relatives (father, mother, spouse, children) entering Vietnam and stay more than 14 days; students, international students.
Before boarding:

At entry gate:
1 / Use a mask and check body temperature
2 / Check again the requirements of “before boarding step”
3 / Install and connect continuously 3 applications: Vietnam Health Declaration, NCOVI and Bluezone
4 / Take measures to prevent epidemics when transferring to registered quarantine location
Isolation at the hotel (first 7 days)
1 / wear the mask and preventing infection in the quarantine area
2 / Take virus test on the first day of entry in case testing have not been done at the airport. Testing is proceeded 2 times: the first day and the sixth day
3 / if there is a negative test result for SARS-Cov-2 on the 6th day, the visitor will be transferred to the quarantine location at the residence accommodation.
Quarantine at accommodation residence (next 7 days)
1 / wear the mask and take personal hygiene measures to prevent infection
2 / do not use public transport to move from the property to the workplace
3 / connect continuously and update daily health status on declared apps
4 / Take virus test the last time on the 14th day of entry

– Do not use public transportation to transfer entry people to concentrated isolation areas, to accommodation, from accommodation to workplaces.
– Monitor health for the next 14 days after the quarantine ends
– Install and connect continuously health declaration applications: Vietnam Health Declaration, NCOVI and Bluezone

This process applies to: (1) foreigners entering for diplomatic or official purposes; and (2) foreign experts working in Vietnam for a short time (less than 14 days).

entry at the airport:
1 / use the mask and check the body temperature
2 / Check again the full 5 requirements of “before boarding step”
3 / Install and connect continuously 3 applications: Vietnam Health Declaration, NCOVI and Bluezone
4 / take measures to prevent infection during transferring to quarantine sites
Isolation at home, accommodation (hotel, accommodation arranged by company, representative agency (minimum 14 days)
1 / wear the mask and preventing infection in the quarantine area
2 / Take virus test (with group 1) on the first and 14th day of isolation. Taking virus test (with group 2) on the first day and then every 3 days.
3 / connect continuously and update daily health status on declared apps
4 / make a list of people in close contact (with group 2)
5 / ensure measures to prevent infection at the meeting place / signing place / workplace / factory (for experts working in Vietnam less than 14 days)
Note:
– Do not use public transport to transport inbound people to concentrated isolation areas, to accommodation, from accommodation to workplaces.
– Monitor health for the next 14 days after the end of the residence accommodation isolation (except for stays of less than 14 days)
– Install and connect continuously health declaration applications: Vietnam Health Declaration, NCOVI and Bluezone
– Report health status and contact according to instructions
