You have to come to this organization directly, then submit the application form + passport + photos + some related documents and pay visa fee. After 5 – 7 working days for processing, you will be granted Vietnam visa, and you come there to get passport back.

It sounds strange when you hear “applying online for a visa on arrival”. Why you need to apply online when it is called visa on arrival?
Be noted that Vietnam visa on arrival is not the same with some other countries. For visa on arrival to Vietnam, you need a letter called “visa approval letter”.
