From March 2020, Vietnam issued travel ban for international tourists. All foreign tourists are not allowed to enter Vietnam in pandemic outbreak. Visa applications are also suspended. Only those who come for business purpose can apply business visa in Covid-19 period.
However, with well control Covid-19 pandemic situation in Vietnam, as well as many countries get vaccination now, Vietnam government decided to abolish travel ban for international visitors from 2022. Vietnam will grant tourist visa again for those who travel to Vietnam.

In order to get entry into Vietnam after Covid-19, the visitors need to have negative Covid-19 testing, or vaccination certificate. A quarantine at hotel might be applied depending on the country which visitors depart from.
