On November 2, 2021, Vietnamese Government issued Document No. 8044/VPCP-KGVX signed by Permanent Deputy Prime Minister Pham Binh Minh agreeing with the proposal of the Ministry of Culture, Sports and Tourism on the Temporary Pilot Guide to welcome international tourists to Vietnam.

Accordingly, international visitors can apply for tourist visa and enter Vietnam from November 2021.

1/ Roadmap to open up Vietnam’s tourism industry from November 2021

The roadmap to reopen Vietnam’s tourism industry is carried out step by step as follows:

Phase 1 (from November 2021): Piloting international arrivals under package travel programs, charter flights and international commercial flights in areas, tourism service places which are selected in Phu Quoc city (Kien Giang), Khanh Hoa, Quang Nam, Da Nang, Quang Ninh.

Phase 2 (from January 2022): Expanding the scope to welcome international tourists, connecting destinations through regular charter flights and international commercial flights. Visitors can participate in travel programs combining multiple destinations after completing the tour program at the first destination within 7 days (currently connecting Kien Giang, Nha Trang, Da Nang, Quang Nam, Quang Ninh, etc.) and may add some other localities.

Phase 3: Fully reopening to the international tourism market. The starting time of phase 3 will be based on the actual epidemic situation and evaluation of the results of welcoming international tourists in the first two phases.

2/ Who can apply tourist visa and enter Vietnam from November 2021:

• Foreign tourists with a 5-year visa exemption certificate
• Foreign visitors with a temporary residence card or a 5-year visa
• Foreign tourists wishing to travel to Vietnam for less than 90 days
• Foreign tourists want to visit relatives in Vietnam

3/ Requirements to apply Vietnam tourist visa from November 2021 for international visitors

To be able to apply Vietnam tourist visa and enter from November 2021, foreign visitors need to have the following documents:

• Passport photo
• Covid-19 vaccination certificate (full 2 doses)
• Covid negative test by RT-PRC method 72 hours before flight
• Return air ticket
• Address and travel plan in Vietnam
