Vietnam Open Tourism Borders for Foreign Tourists from November 2021

Vietnamese government has just issued a written approval to pilot the reopening of tourism to attract international tourists back to Vietnam. Accordingly, from November 2021, international visitors can apply tourist visa and enter Vietnam, participate in tours under specific instructions from the Ministry of Culture, Sports and Tourism of Vietnam.

The roadmap to reopen Vietnam’s tourism industry after nearly 2 years of closure is divided into 3 phases:

Phase 1 (from November 2021): Piloting international arrivals under package travel programs, charter flights and international commercial flights in areas, tourism service places which are selected in Phu Quoc city (Kien Giang), Khanh Hoa, Quang Nam, Da Nang, Quang Ninh.

Phase 2 (from January 2022): Expanding the scope to welcome international tourists, connecting destinations through regular charter flights and international commercial flights. Visitors can participate in travel programs combining multiple destinations after completing the tour program at the first destination within 7 days (currently connecting Kien Giang, Nha Trang, Da Nang, Quang Nam, Quang Ninh, etc.) and may add some other localities.

Phase 3: Fully reopening to the international tourism market. The starting time of phase 3 will be based on the actual epidemic situation and evaluation of the results of welcoming international tourists in the first two phases.

Who can apply Vietnamese tourist visa and travel to Vietnam from November 2021?

Tourists are foreigners, Vietnamese residing abroad coming from key and potential tourist markets of Vietnam, who meet the following conditions:

(1) Having a full Covid vaccination certificate recognized by a competent authority in Vietnam (not applicable to children under 12 years of age accompanied by parents or guardians). The duration of injection of the 2nd or 1st dose (for the 1-dose vaccine) is more than 14 days and not more than 12 months from the time of departure. Or have a certificate of recovery from Covid-19 or equivalent documents certifying that they have recovered from the disease, issued by a competent authority in the country of treatment and recognized by Vietnam. The time from discharging from the hospital to the time of departure must not exceed 6 months.

(2) Having negative results for SARS-CoV-2 test by RT-PCR/RT-LAMP method within 72 hours before departure and certified by the competent authority of the country conducting the test (from the time of sampling).

(3) Have medical insurance or travel insurance that covers Covid-19 treatment with a minimum liability of $50,000.

(4) Participating in a package tour program of a travel agency.
