Vietnam Government just decides to lift the travel ban for French tourists to develop the tourism industry. Accordingly, Vietnam tourist visa is re-opened for French passport holders.
As we all know, Vietnam has suspended to grant tourist visa for all nationalities from March 2020 due to Coronavirus outbreak. As the same time, Vietnam issued many entry restrictions to control the pandemic. French tourists cannot enter Vietnam at that time.
When Covid-19 pandemic is well controlled now, Vietnam decided to open the travel industry step by step, and Vietnam began to remove travel ban for most of countries, included France. French can apply tourist visa now to enter Vietnam for tourist purpose.
In order to get into Vietnam for travelling, the French visitors are required to get a Vietnam tourist visa. Vietnam resumed tourist visa application for French passport holders now, so French can choose one of these below ways to apply visa:

3/ Apply Vietnam visa on arrival
