The visa approval letter is not a completed visa, but it is a required document to get a visa at the arrival airports. Visa on arrival is the most convenient way to get a visa to Vietnam especially for Mongolia citizens who have limited time or who live far from the Vietnam Embassy or Consulates.
Mongolia tourists can ask the travel agency to apply for the visa approval letter and use this letter to obtain visa at Vietnamese airport when they arrive.

It should be noticed that Mongolia people must have a Vietnam visa (or visa approval letter) to get on board.
